Joe Carter began his career with Birkhoff, Hendricks & Carter, L.L.P. (formerly Shimek, Jacobs & Finklea, L.L.P.) in 1979 as a draftsman. Graduating from Southern Methodist University in 1983, Joe continued with the firm as an Engineer-in-Training. In 1989 Joe became a partner.
Joe has experience in the design of paving and drainage projects ranging from residential streets to tollways and freeways. His tollway experience includes two sections of services roads for the Dallas North Tollway, a three-mile section of President George Bush Turnpike and the Dallas North Tollway Extension including a grade separation of the Dallas North Tollway and S.H. 121. His experience includes design, construction and project management on a wide variety projects for municipalities and governmental agencies. His experience includes design and contract administration for waterline projects ranging from small distribution lines to large transmission lines, sanitary sewer improvement projects ranging from residential collection lines, lift stations and force mains to major transfer facilities, lift stations and force mains. Also Joe has completed numerous drainage studies utilizing HEC-1, HEC-2 and HEC-RAS computer programs including completion of applications for Conditional Letter of Map Revision and Letter of Map Revision.
